Amendments and additions to the detailed spacial act Industrial Zone Tojnice 1
At the request of the investor CEEREF d.o.o., we are preparing amendments and additions to the Municipal Detailed Spatial Plan (OPPN) for the Tojnice 1 industrial zone in Vrhnika. The aim of the update is to enable the restart of the project, which was temporarily halted due to changed circumstances and high infrastructure costs.
Reasons for updating the plan
The original OPPN, adopted in 2018, envisaged extensive infrastructure conditions that made economically sustainable implementation impossible in the current circumstances:
High infrastructure costs: The original plan required the construction of a new road, "Pot na Tojnice," with all utility lines and bicycle paths. The costs of this work significantly exceeded the anticipated utility contribution, which represented an excessive financial burden for the investor.
Change in flood picture: A new flood study for the Municipality of Vrhnika showed that the land in the zone (except for the extreme northern edge) is no longer located in a flood area. This means that the originally planned expensive flood protection measures and retention areas are no longer necessary.
Need for flexibility: The original plan was tailored to a specific investor, who later withdrew. The new changes will allow for construction for the market with greater freedom to adapt the facilities to future users.
What do the changes and additions bring?
The revision of the spatial act will ensure conditions that will breathe new life into the industrial zone:
Alignment with the flood study: Removal of conditions for the implementation of unnecessary flood protection measures, which reduces investment costs.
Greater construction flexibility: Setting new maximum dimensions and tolerances that will enable buildings to be quickly adapted to the needs of various activities.
Compliance with the applicable OPN: Harmonization of activities, building factors, and other conditions with the current umbrella spatial act of the Municipality of Vrhnika.
Optimization of municipal infrastructure: Search for more rational solutions for road access and connection to infrastructure.
